The Illinois Housing Development Authority (IHDA) allocated funds for the Court-Based Rental Assistance Program (CBRAP). The program provides financial aid to Illinois landlords by covering up to $15,000 of delinquent rent owed by tenants, plus two months of future rent. It also allows landlords to include court costs in their application for assistance.

The Illinois Housing Development Authority (IHDA) exhausted its federal rental assistance funds in May 2024, resulting in no rental assistance grants being approved or distributed in the past several months.

The state budget allocated $75 million for rental assistance, available as of July 1, 2024. However, IHDA was in the process of updating the program with new procedures and parameters to align with the different funding source.

The Court-Based Rental Assistance Program (CBRAP) resumed on September 20, 2024. IHDA anticipates a significant surge in applicants with the program’s resumption.

Breaking down the current Court-Based Rental Assistance Program (CBRAP):

  • The program is currently limited to cases already in court.
  • Covers unpaid rent, plus up to 2 months of future rent, and court costs up to $500, but the total award will be capped at $15,000.
  • To receive the grant, landlords must agree to dismiss any ongoing eviction proceedings against the tenant.
  • The eviction must be dismissed with prejudice, meaning any remaining delinquent amount not covered by the rental assistance must be written off.
  • All late fees, other penalties, and attorney’s fees must be written off.
