The Illinois Housing Development Authority (IHDA) allocated funds for the Court-Based Rental Assistance Program (CBRAP). The program provides financial aid to Illinois landlords by covering up to $10,000 of delinquent rent owed by tenants, plus two months of future rent. It also allows landlords to include court costs in their application for assistance.
The CBRAP is currently limited to cases already in court. To receive the grant, landlords must agree to dismiss any ongoing eviction proceedings against the tenant.
The funding for this program comes from the state’s allocation of general revenue funds, and it marks a significant state-level commitment to addressing housing instability in Illinois. Due to the exhaustion of funds, the program was temporarily paused. However, the state has reinstated the program and allocated $75 million from its general revenue funds to continue the CBRAP with a target relaunch sometime after Labor Day 2024.
While this development is a step in the right direction, the temporary suspension creates a gap in support. As we look forward to the program’s relaunch, there’s hope that these initial hurdles will pave the way for a more accessible rental assistance framework in the coming months.
