The Illinois Housing Development Authority (IHDA) allocates funds for the Court-Based Rental Assistance Program (CBRAP). The program provides rental subsidy to Illinois landlords for delinquent tenants who qualify financially.

As was the case in 2024, IHDA exhausted its rental assistance funds in early June, 2025, resulting in no rental assistance grants being approved or distributed over recent months.

The Court-Based Rental Assistance Program (CBRAP) has now resumed accepting new applications and IHDA anticipates a significant surge in applicants with the program’s resumption.

As noted on the CBRAP website: “The Illinois Court-Based Rental Assistance Program (CBRAP) provides emergency rental assistance to tenants and housing providers/ landlords across Illinois who have pending cases in eviction court. Eligible applicants may qualify for up to $10,000 that can be applied to past due rent, up to $700 for court costs, and up to two months’ future rent to prevent housing displacement.”

 

Breaking down the current Court-Based Rental Assistance Program (CBRAP)

  • The program is currently limited to cases already in court.
  • The rental assistance grant covers unpaid rent, plus up to 2 months of future rent, and court costs up to $700, but the total award will be capped at $10,000.
  • To receive the grant, landlords must agree to dismiss any ongoing eviction proceedings against the tenant.
  • The eviction must be dismissed with prejudice, meaning any remaining delinquent amount not covered by the rental assistance must be written off.
  • All late fees, other penalties, and attorney’s fees must be written off.
  • Landlord may not initiate any action to terminate the tenancy for non-payment for 60 days after the CBRAP Grant Approval.
  • Landlord and tenant may negotiate a move-out date and enter an Agreed Order that allows the landlord to continue with legal action to regain possession of the unit if the tenant does not comply.
